Nothing in this section shall prohibit the Department of the Interior, the Forest Service, or any other Federal agency from utilizing resources to make a closing environmental impression statement that will contain an analysis of the habitat based inhabitants viability review concluded in 1998, get community comment on these last environmental effect assertion, or situation a Record of Decision.
