After 1969's really thriving "Tommy" strategy album, the Who's primary songwriter Pete Townshend was doing work on a new principle album, to be called "Lifehouse." Ultimately, that didn't get accomplished at the time, and the finest tunes from it got launched on the 1971 album "Who's Next" in its place.
