Given the somewhere around two billion webpages that exist on the Web, the 1.5 million new internet pages that are additional everyday, and the fee at which information on existing pages changes, if a filtering organization blocks only those Web webpages that have been reviewed by individuals, it will be extremely hard, as a simple make a difference, to stay clear of extensive amounts of underblocking.
