On September 22, 2004, the FCC fined Viacom the greatest penalty of US$27,500 for every of the 20 CBS-owned tv stations (which includes satellites of WFRV in Green Bay, WCCO in Minneapolis and KUTV in Salt Lake City existing CBS owned-and-operated station KOVR in Sacramento at the time was owned by the Sinclair Broadcast Group) for a great totaling US$550,000, the largest at any time put from a tv broadcaster at that time.
