It qualifies as a free software program license, but it may well not be a genuine copyleft. This is a free software license, and suitable with GPLv3. It is also technically not suitable with GPLv3 in a demanding perception: you can't consider code released below the GNU AGPL and express or modify it however you like underneath the conditions of GPLv3, or vice versa.
