The laws will not transform companies’ legal responsibility for unique objects of unlawful written content that meet the definition of harm. It is not clear what intermediary methods companies could be expected to choose to deal with harm on these companies right before needing to resort to monitoring communications, so imposing a duty of care would be disproportionate.
