Indeed, Phillips' creaky, whispery tenor, soul cowboy harmonica participating in, and affinity for comments, acoustic jangle, and stately 3/4 time signatures do recall Young on Quaaludes, and bassist/keyboard participant/producer Paul Kimble does toss in a Bowie-sized serving of odd instrumentation and studio tweaking.
