Deep Space Nine has a pretty motley crew as opposed to its predecessors, and at the get started nobody on the station really wants to be there: Sisko at first needed to transfer to civilian provider, Quark was scheduling to split city entirely, Kira resented working with Starfleet and was only comfortable blowing matters up, Garak is barred from returning to his homeworld, Bashir is an unlawful genetic experiment, Worf is hated by his homeland.
